The city was originally built heavily on the dales (Rossdale, Cloverdale, Riverdale) but the flood of 1915 pushed development away from those areas. So a lot of the roads that negotiated the trip up the valley are steep and double-back on themselves. It was not viable to locate properties on these roads. But seeking opportunities to take advantage of the views of these valley-edge properties in the 1960s gets us a handfull of towers that needed to get creative with placing parking and pedestrian infrastructure. So you get a bit of a web of concrete and walls of parking. I mean, what are you going to put facing McDougall Hill, the old oxcart path up the valley? Suites that look onto this switchback? A blank concrete wall with perhaps a mural?
McDougall Hill, Bellamy Hill, Queen Elizabeth Park, Walterdale Hill, Grierson Hill all have these problems.
