The oil companies are finally actively marketing many of these sites. The terms are pretty onerous, however.

It's absolute garbage that gas stations can pull the pumps and walk away without remediating these sites.

IIRC the Supreme Court recently rules that oil companies can't abandon wells and that the remediation costs are to be included in any bankruptcy proceedings. I wonder if this applies to gas stations as well.

They haven't been able to do that for decades. Some of these sites have been vacant for longer than that however. They're still responsible where did contaminated they caused however.

Would this testing be a sign that they are looking to transfer the property soon? Or is testing just part of the normal remediation process?

It could be to set a baseline for a transfer. That is to establish that anything that isn't already there must have been caused by the new owners and vice versa.

Thanks for the clarification! I'm pretty young and don't remember central Regina much more than 5 years ago. How many lots along Albert were former service stations? Are they all currently just empty lots?

I have lived in Regina my entire 61 years, and remember that there were 3 gas stations at the corner of Albert & 15th. Only one of those locations is still active - the PetroCan. The NW and SE corners are both currently vacant lots. A little trivia here...the gas station on the SE corner, after having been vacant for a number of years was converted into Regina's first Honda car dealership - CML Honda. CML (Canadian Motors Limited) was Regina's Ford delearship for many years until Bennett-Dunlop purchased it. There was a Co-op gas station on Albert & 12th where the Sherwood Place office building now sits. I don't recall any others on Albert between 11th and College Avenues.

Also, there were a few service stations on Broad Street: NW corner of Broad & 12th (vacant lot) as well as the NW and NE corners of Broad & Vic (current sites of the Ramada Plaza Hotel and the DoubleTree Hotel). There was also a station on Broad & 13th (NW corner) where a 3-storey office building currently sits. There may have been one on Broad & 14th (where the 7-11 sits). If someone knows of any others please let us know. There were no service stations within the downtown proper, just along the perimeter.

Downtown activity

Noticed the drilling rig at Albert and 14th on Wednesday as well, but you guys beat me to it!

Also, anybody else noticed they've torn down the programming shack across from the RPL entrance. Is the city finally building a permanent ice shack perhaps?

I'm kind of curious now which station was located at Albert & 14th and how long it's been closed for if you can't remember it. It sounds like it might be stretching into a half a century now?

Before Albert and 14th was Texaco, it was Red Indian.

Here are the original 3 on 15th and Albert:

Wascana park architect booted from review committee after not approving Conexus building
Social Sharing

Nothing to see here, the process was entirely non-partisan with no government interference, I am sure!

Quote:
Len Novak says he was "terminated" last June from the Wascana Park Architectural Advisory Committee (AAC) after he and the other committee member refused to even consider a proposal from Conexus Credit Union to build its head office in the park.

He said they wouldn't consider the project because it didn't conform to the established uses for buildings in the park.

"We continually and consistently advised that they were proceeding improperly with the Conexus proposal," Novak said.

The two-person committee was dismissed on June 4, 2018. The very next day Conexus announced it was starting to cut down and relocate trees in the park, sparking shock and protest. Novak said he was stunned.
Quote:
"We probably forced our termination because we refused to play," said Novak.

Novak said he and Wall were dismissed from the committee by email.

He said he was told "it was their intention to refresh the membership of their committees."

A new committee was appointed that same day. Six weeks late, on July 16, 2018, the AAC recommended approval of the Conexus project.
Most telling:

Quote:
In an email to CBC, the provincial government said Novak and Wall were dismissed because the PCC had decided to go with an all-Saskatchewan review committee.

The email said "the rationale being that there are many talented architects in our province that can provide guidance for Wascana Centre closer to home."

This was a major departure from previous practice.

Bernadette McIntyre, former CEO of the Wascana Centre Authority which ran the park until 2017, said that since the founding of Wascana Centre in 1962 the AAC had always been made up architects from outside of Saskatchewan.

She said this was done to maintain the independence of their advice.

Wow! Even the gas stations back then were beautiful. Really wish we'd kept more of that architecture around. Great pictures, thanks for sharing.

Thanks for posting those photos, Stormer. You beat me to naming the Albert & 14th gas station. I do remember it was a Texaco. Would you mind sharing where you are finding these old photos? They really bring back memories.

As a side note, the B/A station on Albert & 15th had a really large neon sign, as shown in the photo you posted, and it was animated, meaning the lights moved in patterns. It was a landmark neon sign in it's day, even though there were lots of neon signs in those days.

Okay, now I am off topic, but there used to be a McGavin's Bakery (commercial bakery) on the NW corner of Albert & 4th Avenue, where the Tim Horton's and strip mall now sit. There was a big neon sign on the roof "Don't say bread, Say McGavin's". Saskatoon's McGavin's was a much more attractive building (now Earl's), which also had the same neon sign on top. I believe they had altered it to read Earl's instead of McGavin's. Being a kid in the 60's was a great time. This city has changed so much in my lifetime.

The other phone exchange was Jordan (or JO) which is 56*-****. I think long ago you only needed to dial the last 5 numbers, but that was before I was ever old enough to use the phone.
