I thought Infrastructure Ontario handled this part for exactly this reason? IIRC, the procurement won an award from a big P3 industry association; you can have fun with hideously-cynical imaginations of why the P3 industry would think this was a model procurement...

It would seem to me that any delay at this point would be due to the city insisting on certain standards set in the contract. It's pointless to open the line if there are deficiencies that could affect optimal performance, especially if it would require a shutdown to mitigate an issue. A breakdown can not only erode the public's perception and confidence in the system, it could also cost OC Transpo a lot of money to respond to.

It would depend on what these deficiencies are, I guess. If it's possible to open the lines at peak periods only and do the corrections evenings and weekends, let's do that for now. Rush hour needs the line, bad.

Much as we might hate it, I do not think that would be a good idea. Despite the bally-hoo of 'safety' as an excuse, it still remains true, and then there is the even larger bear of 'liability' - both for costs and safety. Trying to run a partial service would also be complex (for OC, that is... <snort>

) and lead to some confusion as to which what where at what time for some people.

IMHO.

IMHO.

I guess it all depends on on what we learn Tuesday. Difficiencies in terms of the contract aren't necessarily safety or operational. There can be aesthetic or other minor difficiencies as well that wouldn't affect the line operations, but can still cause contractual headaches between lawyers over who pays for what.

^ I mean the landscaping work that remains obviously can't be done until spring but that wouldn't prevent the line from opening. But because the landscaping is in the contract, it might be legally complicated to do the handover while it remains incomplete. Perhaps that's the cause of all of the drama, trying to figure out how that could work. If landscaping is literally the only stuff outstanding by March 31, it would be ridiculous to delay handover & opening solely over that. That's stuff they can easily work around an operating line (perhaps having certain parts of the station exteriors closed on weekends to do the work).

It will take more than the landscaping no doubt. If there is no assurance and demonstration that the line can operate optimally, I don't think the city should accept a handover. Would you buy a deficient car with the chore of having to send it to the mechanic every weekend until it's done to your satisfaction?

Even if it is just the landscaping, once you've accepted the line with minor issues there is no more leverage over RTC. They could leave blemishes and incomplete landscaping for months or even years (it's happened elsewhere) while lawyers fight it out.

I wonder if RTG is trying to do blackmail of sorts, by offering to handover the line with some remaining work and/or trying to force the city into dropping its requests for compensation for the delays, with the implication of delaying the handover further if the city refuses.

I spotted Enseicom installing those last week, but I assumed they were the Confederation Line standard units like Tunney's, Blair and Hurdman have. Interesting to see a different design without the doors or provisions for heating.

All committee meetings are audio-only. Only full Council meetings have video.

I thought I remembered seeing a few FEDCO meetings with video, but I could be wrong? Why wouldn't they have video? At the very least, show the presentations.

I'd really like to know what is going on. Its all a bit vague based on what I see on Twitter. There's no smoking gun-just seems to be a lot of small stuff.

Is the city getting nit picky? Are there serious deficiencies?

RTG is confident on March 31 but Manconi isn't. Sole issue at this point is actually fleet availability. Only 24 of 34 trains have been given final certification.

Train testing is going very well apparently. Station construction not a concern, will be done within weeks. Parliament is fully complete.

City expects to know for sure March 5th.
