TBF, Surrey City Central didn't really get a lot of love for a long time, with the city hall not being there, as it should have been, and the crime and homelessness problem in the area.
Edmonds right now probably has a worse TOD. There's even less there except residential towers. Surrey Central has the hospital, the SFU campus, a really nice community centre and library, city hall, and a (not great) mall.
