Actually that's not true, it happens all the time. It's just as common as it is in North America.
Smaller teams throughout Europe leaving to move to other cities, or other stadiums within the same city over financial disagreements is fairly common.
It doesn't happen with the super teams like RM, Barca, Man U, Bayern, etc.. but that would be like Leaf or Habs moving, or the NY Yankees moving.

Sports teams are private enterprises, but they offer a public benefit that's different than a regular corporation. A large amount of people in Calgary will use an arena for some purpose at some point. Even if you're not a hockey fan, there's a good chance you're a music fan. Without a pro sports team like the Flames there is no reason or financially viable business case to build an arena, so forget about concerts, monster truck rallys, lacrosse games, or ice capades, etc...
All those who think we'd be better off without the Flames need to realize that the only way we'd have ever gotten an arena in the first place or will ever get a new arena is 100% with public money. At least with a pro sports team you can have someone else pay for part of it, and also have someone else be responsible for operating it and owning a depreciating asset.
