It's just curious, because that kind of formatting isn't any better than how the rest of the planet does it (and grammatically, it's worse).
The context adds nothing. In fact, it makes Shift look worse because he's contradicting himself. Airwaves is correct: Surrey First had been content with going along with McCallum's midrise spot rezoning up until the last two election cycles (when Civic Plaza and most of the others were approved and built), then Watts left for a provincial ticket, and Hepner/Gill/etc decided to build a cheap SkyTrain "substitute" so they could enter a tower-measuring contest with Vancouver and Burnaby.

Politicians are like diapers: they need to be changed often, and for the same reasons. If a homeless person had previously been mayor, and had promised everything Surrey wanted this election, why not? They could hardly have been more incompetent than the previous administration.
McCallum's only been in for a month and a half; if his actions speak louder and better than his words, then all's well. If not, Surrey has a SkyTrain extension, a police department, and in four years, a new mayor.
