The 3rd West Target is very close to the 13th South TRAX stop. Salt Lake City should look into transit station area zoning like they have running down 400 South and North Temple, or form-based zoning like around the 900 South station. This would ensure that any development around the 1300 South TRAX station could be true transit-oriented, mixed-use development, and could lend itself much better to smart development.
And if they expand it to encompass the big box stores that already exist, it would ensure that if those big box stores ever want to rebuild, they would have to basically completely change their stores. Imagine a smaller Target up to the 300 West street level, and how much that would do for walkability in that area. The 1300 South TRAX stop is really the only TRAX station in Salt Lake City that doesn't sit in a smart development-based zoning area (if you don't count the U of U stations and the airport one) and it shows in how lacking it seems compared to other TRAX stations.
Target has shown a willingness to build small stores in urban areas. In fact, if you look at recently-opened stores and stores planning to open soon, they've moved almost entirely away from the 100,000+ square foot suburban format. Only 2 of their stores listed as coming soon fit that - many of them are in the 20,000-40,000 square foot range. I would imagine something a little bit bigger if they ever rebuilt 300 West - maybe 60,000-70,000 square feet, but hopefully no bigger than that.

The first I could see around 1st or 2nd south and 3rd/4th east. Topped with 4 or 5 stories of apartments, it would fit in the area quite nicely. The second would work at any of the 4 corners of North Temple and Redwood intersection. It could be topped with 4 stories of apartments.

I think somewhere along 400 South is probably where something like this would fit best. You could incorporate an urban Target into one of the massive new apartment complexes that's going up there quite easily. Unless your argument would be that it would be too close to the Smith's Marketplace.
