I think the terraced design would look best if we don't have the old podium structure to preserve. An all-glass modern type podium would fit that design.
Same thing for the medium one: Too much flat glass doesn't contrast well with the 60s style brutalistic concrete at the bottom structure IMHO.
I like the current one the most: it's got the flair of the 60s but at the same time is to be built using modern materials. The overall design flows better with the podium, although I thought it would be way better if the two towers were symmetrical, and of course, a lot taller, but that's another story.

BTW, "uglifying" buildings is a City of Vancouver thing, because ugly things among other ugly things don't stand out as much. They are trying to make people train their eyes to the northshore mountains instead, or simply just stare at the pretty blue sky filled with birds.
