This is BS. If that's their mentality, then clearly heavier fines need to be imposed. I'm for withholding the entire cost of the extra bussing during the delay.
Sure, they can't make November 2nd. But at the pace they are going, their previous offer of November 30th is increasingly looking doubtful too.
Thi is not some bullshit about "government mentality". They seem to not give a shit about the penalties. And really aren't building any slack at all into the schedule for delays arising from operational testing. Nobody in the private sector would do that either.
