Reason why they aren't doing so is due to a lack of good retail spaces in the city. These companies range from furniture shops like Ikea, to department stores like Simons and Saks 5th Ave, to Japanese chains stores like Uniqlo and Muji, etc. Even bakeries like Uncle Tetsu Cheesecake would have a shop downtown if they can find space. Toronto's Uncle Tetsu and Pablo are all located downtown right next to the mall.
To me, pop-ups are over-rated. It may be good for an unknown brand to be noticed out in the city centre, or for temporary shops like fireworks outlets to conduct sales for the brief season, beyond that, I don't see them serving much purpose, especially for established brands that already have great demand. Retailers might as well be located on permanent retail spaces.
