Yes, the entrance to the lot is on Westmorland. There's even on street parking further down on assumption that almost always has spots. If you don't mind walking a few extra steps. Despite the fear mongering about downtown never having parking on even a regular night (pre events centre) I have never had an issue finding a spot on even the busiest of nights and have no clue where those people are looking.
