If you notice that location, its designed a little better than a standard Tim's build due to the fact its on crown land and also under the WAA runway. For example I can't think that I have ever seen any other standalone Tim's that is fully fire sprinklered.

That location was going to be build on the SW corner of the intersection where the auto repair shop is, but people from the Church Board next to it complained when it went to public hearings.

Right, I recall there was some local opposition. Building on the military land effectively put an end to any need for public hearings since the Feds don't need city approval to build anything. I haven't actually been in that Tim's so it may well be a quality build. I guess I am just wondering if urban reserves would be similarly exempt from city planning rules or processes?

I don't think so. I believe the new Chief Peguis Urban Reserve was subject to City approvals.

Lol "greenspace" is such a dumb word. It's grass – not a park. Develop the whole thing. It is ugly though.

Urban reserves are subject to all city rules and regulations.

While HBC building article sounds great on the surface, the fact they've "raised $20m in capital" is laughable – maybe that would cover new elevators. Also saying they could put a tower "which could house up to 30 condominiums." ... That doesn't sound like a tower to me.

I want to see it redeveloped of course, this seems like a farce though.

I'm not sure this is necessarily the case, as noted in this article:

https://www.cbc.ca/news/canada/manitoba/demystifying-urban-reserves-1.2993051

"When First Nations negotiate for the creation of an urban reserve, by-laws are often developed to be compatible with the municipality around them.

There has been tension in the past, however, because First Nation-owned businesses on urban reserves allowed smoking or didn't hide tobacco products on sale."

If bylaws related to smoking and tobacco sales can vary from surrounding municipalities on urban reserves, who's to say if other bylaws (including zoning and land use) may also vary? It would depend what was negotiated at the time the urban reserve was created i suppose.

That’s exiting, at least there are people out there trying, and seeing what has been done with other department stores there is hope.

Possible it's different for every urban reserve deal, but for Kapyong it was made clear that they will have to follow city zoning and planning rules, and the chiefs said they have no problem with that – they want to fit in with the area.

On Sherbrook flats – it looks like it was made "by architects, for architects" lol. Gotta think those cinderblock bunker walls will turn off a lot of people. Also I'm no expert... but is it not REALLY expensive to build like that?

Found this article online about the Bay Downtown building:

"A group of investors is preparing to make a pitch to breathe new life into one of the most recognizable buildings in Manitoba. The Hudson’s Bay flagship Winnipeg location on Portage Avenue has been a growing source of frustration for the retailer because it required less and less of the six storeys for its merchandise yet was unable to find another suitor – any suitor – to take on any of the space.

The 650,000-square-foot building was built in 1926.

The Hudson’s Bay building in downtown Vancouver is currently being marketed for sale and partly converted into WeWork shared office space. Hudson’s Bay also sold its Lord & Taylor building in New York City for US$850 million and at least part of that complex will be converted into Wework office space. Wework has also leased space in the Bay’s Toronto flagship store.

But it appears plans are different in Winnipeg.

Winn Adair, a commercial realtor with Sutton Group Kilkenny in Winnipeg, is quarterbacking a group that has raised more than $20 million to revitalize the heritage building. “We want to do more than buy the building. We want to turn it into a community. We want to get more shops in there and also mix in some residential. We’d like to put a restaurant back in as well as the grocery store in the basement,” she said.

One possibility is building a tower on top of the existing structure, which could house up to 30 condominiums. Adair wasn’t in a position to reveal the names of the investors but said they’re a mix of local, national and international buyers.

“As Winnipeg approaches one million people in population, now is the perfect time to invest in downtown. [Prices] will jump up per square foot once we reach that mark. I want my guys to be in on the ground floor,” she said. Adair said she would be presenting Hudson’s Bay with their offer shortly.
