Not sure about Stage 1, but according to the following slide, in 2023 Parliament will be the 4th busiest station (behind Lyon, Hurdman and uOttawa)

Interestingly, if you add the Baseline, Moodie and Tunney's Pasture numbers together, it comes to over 14,000 which is well ahead Lyon, so it is quite likely that initially Tunnies Pasture will be the busiest station (until stage 2 west is open).
