EDIT: Just figured it out. You're using points to get Fuel savings cards.
20,000 points gets you 10¢ off / L up to 200 L.
Essentially, it gives you $20 back. But to get that, you need to buy 2,000 L of fuel at Petro-Canada at current gas prices less 3¢.
Assuming a price of 1.58/L you're paying $3,190 for 2,200 L of fuel... instead of $3,476. $286 of savings... or 8.2% back. Not a bad trade-off for loyalty to one brand's gas stations.
If you combined that with buying Petro-Canada gift cards at a Save-On with an Amex Cobalt ( gives you 5x ) you can probably essentially knock off another 7¢ / L or so.
