I can't see how the city could do it. It's way too much money and it's not like the provincial or federal government are rolling in surplus for infrastructure spending. The rail companies own the land their lines are on. They aren't going anywhere. The overpasses are very expensive. It wouldn't surprise me if the city opts to not do anything.

Given how much people whine about having to stop for trains, I can imagine how much whining will happen with detours during construction. I'd heard one estimate that it would likely be 2 years of detours. People don't think ahead with construction delays; it's all about right now.

I don't recall - how long did the Lewvan underpass take (at the CN lines)? The Ring Road project would be more complex & take longer (if it got off the ground).

I see 3 summers in this montage and there was no road there yet to work around and build detours.

Every thing starts some where when you think small your gonna get small ,when you think big you get, look at the big dig, the Stadium,the Regina by pass, all the Hill towers, the Cp yards moved from downtown, when you think big you get a new hockey rink , you get the CN tracks moved , you get a new major hotel and condo towers you get a city that is amazing and inviting to others , so I don’t buy that , it can’t be done

Moving the tracks IS small town thinking. The bypass was small town thinking.

I'm not following... Lewvan was there. Rerouting/detours weren't nearly as tricky as Ring Road would be, but they certainly took place during this project.

Did Lewvan have a rail crossing before the underpass or was it Pasqua St. that had the crossing?

There was a very sharp S-curve at the transition between the two, and the crossing was right in the middle of it. If someone had a city map from the 1980s they could pinpoint the exact spot. Anyway, it was an enormous safety hazard and bottleneck.

Sometimes thinking small equates to thinking locally – which does tend to make for better cities. A good recipe for successful cities is that they focus on improving infrastructure for people and communities, not necessarily drivers. No one will ever say, “hey honey, we should really look at moving to Regina, they have an amazing new overpass!” Maybe its not an issue of it can or cannot be done, but rather, what could be done instead with $150 million of our money.

I have asked repeatedly if the city has a strategic priority list of initiatives with a time line and a budget plan.

Without a plan we get a new police headquarters and more studies!

I mean cripes, even with my own piddly business, all sorts of great ideas and opportunities pop up. We weigh them against our strategic plan, our other planned initiatives, and cash flow. I have turned down several great ideas and opportunites because it would have meant dropping other items that are more strategic. It aint rocket appliances.

Yes, Lewvan was used to cross the CNR before the underpass was constructed. Until Lewvan’s opening in 1982, Pasqua was the main North/South in the area & it crossed the CNR. When Lewvan opened, Pasqua was closed at the CNR - making Lewvan the primary North/South in the area.

As I recall from driving from the south end to Regent Pool for work during the underpass’s construction, Lewvan was shifted to the east slightly during construction, but it remained open (as did the rail line) during construction. My memory might be incorrect on this, though - if anyone remembers how they handled it, feel free to correct me.

I remember there being a turnoff into the Empringham's (now Lighthouse Church) parking lot from Lewvan prior to the underpass being developed. If I remember correctly, Empringham went out of business and sued the city over it.

So, I believe that Levwan was originally shifted slightly East from the current path near the tracks.

I'm sure the City could fill an entire Library with its priority lists, timelines, plans, plans on how to implement plans, studies, studies about studies, and so on - you get the point. But none of that matters if you have a council that..... SQUIRREL!!!

I usually just see them doing studies and developing vague plans like the OCP, the downtown plan, the transit plan, etc, etc. And then these vague plans sit on a shelf until they are stale dated and they start over again. We never ever take the vague plan and turn it into a priority list and implementation plan.

OCP calls for 30% infill development. And yet the City approves gazillions of sprawl development with no consideration given for how in the heck they will hit the 30% target. Why even bother?

Downtown plan was very detailed and had the input and buy-in of the City, Regina Downtown, land owners and businesses. They actually started implementing it, with Pat's Patio, and then did a complete reversal on the design, screwing up traffic and transit flow, and making the plaza a confusing wasteland, and then they completely abandoned the plan entirely, leaving us with a cludged together mess of downtown that still has crappy sidewalks, piles of parking lots, desolate boulevards, and a waste of $15-20 million on the plaza.

Offices are now being built in Wascana Park. We can say this aint a city thing all we want, but it sure as hell is. Business parks are popping up in harbour landing and wherever else. Where is the fight, and the negotiating, and the incentivizing to keep this stuff downtown/near downtown/part of infill development? If you make zero effort to shape the design of your city, you get a freakin mess.

The most recent attempts at Railyard redevelopment goes back over 10 years to 2007. And where are we now? A chainlink fence with a bunch of banners flopping around in the wind, and a 2 year old conceptual plan are all we have to show for it.

They sure did. And they didn’t give up. They ultimately lost & the City won. The case is cited routinely.

You are absolutely right this new mayor hasn’t got a clue
At what’s going on he’s got no passion no drive for new developments at least Pat did things , that barren plaza is useless and hideous the rail lands are sitting empty for what , The Brandt Centre is the ugliest in Canada what a piece of orange crap why can’t they build a new one on those lands , get the ball rolling
