I don't have a complete answer yet, but here's what I've found so far:

here, but I haven't found a specific dollar amount in it yet. The infrastructure spending for LRT is in Chapter 2, page 120 (pg 122 of the pdf file).
Additionally, I found this on the PM's website:
"The Prime Minister, Justin Trudeau, today announced up to $1.09 billion in funding for the Ottawa Light Rail Transit Stage 2 Project" (

If you read the facts at the bottom of the page you will see that there are various times where funding has been input already adding up to $66M. That's what creates the difference between the $1.15B and $1.09B.
I suspect this is all a matter of what the various sources of money are and when they are allocated. (edit: see my next post)
