It's the Transport Canada guidelines on operating air ambulances. They stopped flights to VGH for six months in 2016 (and patients had to go elsewhere and then have an ambulance transfer) as there were concerns about the helicopters used by Helijet.
There was a long discussion that delayed the Bosa office at Oak. There's
a memo that explains that resolution. As far as I know, nothing stops the City from approving a building that affects the flight path, but obviously they wouldn't want to be accused of causing loss of life by preventing critical cases being able to land at VGH.
