Was anyone in this group aware of the public hearing? Based on recent comments in this group, I can’t imagine that the hearings were very well publicized (this forum seems to be fairly in the know on things going on in Regina).

Ha! They probably strategically scheduled the meeting on a weekday, mid-afternoon, when most people who want to oppose the developers are at work!
Your question reminds me of the proceedings of Beth Synagogue's developers, when they held such a meeting to hear from anybody who had concerns about the residential condos they built behind the Synagogue. At the time, my parents were living immediately adjacent where they would literally be in direct sight of the condo building proper (they've since moved!), along with other residents located south and north of it, likewise.
Some of those residences initiated and circulated a neighbourhood memo pointing out privacy concerns (condo residences overlooking backyards) and other things, and encouraging like-residences to attend the public meeting to complain! As it turned out, the meeting was (sneakily) scheduled as above! None of our family could attend the meeting, but we did manage to send a friend to represent our parents!
The developers would probably attribute such timings of those meetings to needing to confine them to within business hours, but there are also all the open houses (eg. airport expansion, new neighbourhood previews, public consultations, etc.) that have been scheduled after business hours to purposefully attract a larger attendance!
