Yes. (Though I don't think that to the exclusion of, "we need an additional rink with substantial seating.)
Men's hockey, women's hockey, figure skating, and speed skating each require (or at least, strongly desire) international-sized ice surfaces. Curling is more flexible on the ice surface configuration, but needs an arena of some sort.
Given the increased demands of those events (some of which didn't exist in 1988), we're going to need everything we used in 1988, and
more, to host the Olympics. If it wasn't for wounded civic pride, it would make a ton of sense to send one of those events to Edmonton.
