Yes, progress is slowly being made with Detroit becoming a normal city. However, compared to other major cities in America (or even cities like Milwaukee, Indianapolis, Cincinnati, Nashville, etc.), downtown Detroit is still fairly empty on a typical day and has a long way to go before it's "packed like sardines."
No, it's not an exaggeration, on this particular weekend it is literally, not figuratively packed like sardines.
