Residential buildings often try to pinch pennies as much as possible so it's not surprising that their design quality is lower than most mixed use or commercial buildings. Also, NY and to a lesser extent Chicago have exponentially more buildings going up than Philly so they're gonna have more hits too. The quantity difference is too vast to make a realistic comparison.
