The parking issue seems like a red herring to me. But one legitimate-sounding concern I head from a York St. business was that Inspiration village attracted all pedestrian traffic down the middle of York St., away from the sidewalks where the business are, and the containers blocked the view of said businesses for those walking through.

I'd love to see a permanent makeover of York St but whatever it is needs to allow there to be visibility of the businesses on both sides from the middle and frequent opportunities to cross over from the middle to where the businesses are.

City pumping $120K into plaza for big Ottawa sign, businesses lament parking loss

The city is paying $120,000 to create a new pedestrian plaza in the ByWard Market so the big Ottawa letters have a proper backdrop.

But some business owners near the new plaza, which the city is constructing at York and Sussex streets, still hate that full on-street parking capacity on York Street won’t be reinstated after the teardown of Inspiration Village.

“I just shake my head,” said Christine Shaikin, manager of The Modern Shop across from the plaza construction site.

The block Ottawa letters are a good idea but businesses need parking to satisfy customers who love convenience, Shaikin said.

Shaikin said Inspiration Village killed business because the shipping containers created a barrier between the attraction and businesses, and it didn’t help there were dozens of parking spaces eliminated.

Twenty-two parking spaces will be out of commission for as long as the new plaza is in operation at York and Sussex streets.

Mayor Jim Watson said the city is trying to “humanize” that part of the market.

“I think it’s something that we learned from Inspiration Village,” Watson said Monday during a groundbreaking event for the plaza. “People liked the fact there was animation on the street. This is a great way to animate the street and preserve those Ottawa letters at the same time.”

Celebrations Ottawa, the company that runs the Ottawa 2017 bureau, has turned the letters over to the city. The letters are being touched up with paint before they’re set up in the new plaza.

“It will be an even cleaner view of getting the Parliament buildings in the background,” Watson said.

The letters were previously positioned in Inspiration Village in front of a parking garage, so there was hardly a view of Parliament Hill in the first place.

To save money for the new plaza, the city bought furniture from the Inspiration Village display. The rough sketch includes planters, garbage receptacles and colourful tables and Muskoka chairs, similar to those around the Rink of Dreams at city hall.

The city wants to open the plaza by the end of the month.

Jeremy Rosenberg, owner of York Street Spa, predicts clients will be disappointed that parking in front of his business isn’t being reinstated. The full removal of parking for Inspiration Village harmed the spa, he said.

“We haven’t recovered from that. Not at all,” Rosenberg said.

Rideau-Vanier Coun. Mathieu Fleury emphasized that the city has reinstated 74 of the parking spots previously taken out for Inspiration Village.

Creating the new gathering space, with the Ottawa letters as the anchor, was important for the BIA, Fleury said.

Jasna Jennings, executive director of the ByWard Market BIA, said losing a couple dozen parking spaces isn’t the end of the world for businesses.

“It’s a few parking spaces, honestly, and in the grand scheme of things we have over 3,100 parking spaces,” Jennings said.

People have been wanting city hall’s attention on the ByWard Market and now there are municipal investments, Jennings said, also noting the new pedestrian plaza on George Street.

Jennings said the city has asked the BIA for some advice on programming the space at York and Sussex streets, but there are no concrete plans.

“Even in the short term just to designate yet another busking spot is a great way to animate a space,” Jennings said. “I think there are great opportunities to have an outdoor info kiosk where you’re capturing visitors and letting them know what’s going on, encouraging them to visit the area as a whole.”

Since the plaza is a trial project, the city can always reinstate the parking if the attraction is causing problems, Jennings said.

“At the end of the day we simply have to try stuff,” she said. “It’s a part of becoming a big city and trying new things.”

Still think this is a stupid spot for the sign. Is this the shot you want Ottawa to be known for around the world (via social media)? Is this the shot that will help sell Ottawa to the world? There are better spots. This is more about attracting people to the market.

While not the best location it isn't bad considering the limitations (this is the approximate view). As others have said the NCC probably wouldn't want it on their land as it says "Ottawa," not "Canada," so that rules out Major's Hill Park. They could have put it at City Hall, but that is hardly iconic Ottawa. What other city owned location would you suggest?

Isn't it going into a new/extended plaza behind that view?

From how I understood it, it was going just behind where the last row of cars are parked.

Yes. It will be a few meters behind that view. It was a compromise between getting the angle right and getting the distance right as streetview didn't photograph from the parking spots. It is close enough though.

The square has been a huge improvement. In the Summer there's a lot of activity, people sitting around talking or eating Beavertails. And it's made crossing the street so much more enjoyable. It feels like pedestrians are the priority.

Agreed! I live in the market and this little plaza is great. Always busy with people sitting down and chatting and enjoying the market. A proper sitting place to relax was really missing in the area.

Hopefully they improve it even more next year with better fixtures.

What they need to install in the market is a fabulous fountain! (Think Toronto's dog fountain). Water features always animate public squares and provide a focal pont. That's what's missing!

The City of Ottawa does not have a good reputation with fountains, in my opinion. For example, there used to be several ‘fun’ fountains along Sparks Street – including the ‘Bear and her cub’ – but they were soon abandoned, despite their popularity with kids.



The NCC has a better track record, but even it has shut down some of its fountains, notably, the upper one in The Park of the Provinces and Territories (PotPaT). The large fountain in Confederation Park is quite popular, as is the ‘leaf’ one at the PotPaT, with its stepping stones across the pond; which are lots of fun for kids of all ages.

Does the City even have the fountain at City Hall running during the summer any more? Where are any remaining City-run fountains?

For it to work, the sign has to be up a half wall or at the edge of a cliff.

Then maybe the 'intention' is wrong.

Take a look at the photos on James' Twitter account, as linked to just above. The shot from the stairs (which is an arrival route for the By Ward Market) is 'alive' and full of excitement - with the word AWATTO there for all to see.

Look also at the two other photos, where the word OTTAWA is the right way around and see what message they evoke for you - with their inky-black background. Granted these are night shots, but would a day-time picture of the OTTAWA sign, with a set of stairs leading up to . . . somewhere we can't see, be any more exhilarating?

What image of Ottawa do you want to portray when people take pictures of that sign?

Personally, I liked the Sparks Street OT_AWA sign better since it gave people the chance to be a ‘Tease’. And having it close to one side really allowed it to be photographed from only one side. Granted, the backdrop of those photos might be a bit drab, but putting it between two of the more heritage buildings along Sparks would have helped.
