Because weather is a determining factor for many in their decision to move and relocate to. It's a lifestyle decision. Many in the north would never move to Texas and many in Texas would never consider moving to the north because of the weather.
One reason among many as to why there is an industrial belt of slow-zero or negative growth is due in large part to the local weather and the many options offered in the US in terms of climate zones that one could easily choose to move to.
