Yes and no.
"Radiation" is a catch-all term that applies in two ways in this instance, and therefore in that regard is vague in its usage here.
Technically everything that emits Electromagnetic (EM) radiation does, by definition, "emit radiation".
But not all Electromagnetic Radiation denotes heat transfer (which is stipulated by the Infra-red end of the EM spectrum) as some forms of Electromagnetic radiation involve little to no heat transfer at all (Radio waves, for example, large wavelengths which don't carry a lot of energy and are thus largely non-lethal to living organisms) depending on which end of the EM spectrum they fall.
But,.... in science it's accepted that the term "radiation" refers to the third method of heat transfer which does indeed involve heat being transferred by way of Infra-red radiation on that part of the EM spectrum.
And since by definition we, as living (mammalian) organisms, are warm and thus emit heat, we also ourselves do emit IR radiation.
And the type of radiation talked about in cellphone and radio communication is of, once again, non-lethal energy values that don't carry enough energy to be dangerous to human beings - or at least any more dangerous than the already existing sea of background cosmic and solar radiation that we already swim in everyday without dropping dead like flies.
