The Inland Port is more about bringing additional manufacturing/assembly plants and warehouses to the area.
While some companies may have a larger personnel increase in the area, there will be some companies that will have larger Regional or US Headquarters in the area and for those, there is still a big chance they will locate downtown due to proximity to the plant/warehouse but also because the infrastructure in any land nearby would be lacking for a larger scale workforce.
The port would also attract support companies that would fill in areas around the plants/warehouses to further reduce the ability for suburban campus environments to appear nearby.
If Trax can be extended to the area as well as a possible FrontRunner spur that could eventually be extended to Tooele, I think this would be further incentive for those Headquarters to be built in or directly adjacent to downtown.
