The climates in Winnipeg and Dauphin are also almost identical, yet Winnipeg loses its snow cover much earlier.

The two interstates are funded by the federal government correct, and they are beautiful, but the local streets are in far better condition than they are in Winnipeg. There is something wrong with the methods of construction used here, or perhaps it's just the surfacing materials are of lesser quality.

There's nothing wrong with the method of construction - most streets in Winnipeg have a gravel base, concrete core, and an asphalt finish. Some are simply concrete on gravel (the same as in Fargo) but those don't seem to hold up any better. The ashphalt allows for easier maintenance, as it keeps out the water and allows for easier midlife refurbish.
The problem here is decades of neglect. Those decades have come to and end (for now, and hopefully that continues).
Funding to the US states for infrastructure also goes beyond the interstates. It's also worth considering the extra money that can be dedicated to regional and local roads when you don't have to pay for the intercity ones.

Fargo is generally cleaner and better maintained than Winnipeg year round. Keep in mind that they do use less sand and gravel and more salt.

Salt is pretty hard on the environment - you won't find me agreeing to using to more than we need.

The grass on the boulevards is well kept in summer and sidewalks are kept much more free of ice in winter, though this may have much to do with the greater propensity of Americans to litigate and the higher damages which are generally awarded. They have terrible public transportation though, as do the Twin Cities for a metro of 3 million. A car is an absolute necessity. Except in the big northeastern cities, Chicago, San Francisco and Portland, that is much the case in the entire country.

Yes - the boulevards are much nicer. Winnipeg cut that to save money a while back now. it's actually the responsibility of homeowners.
Still, downtown Winnipeg and most of the major routes are kept very clean for half the year. We can always do better.
