He suddenly became a huge liability to the state and city for losing the convention. I don't think Chaffetz was anti-environment. He was just questioning the process of the fed agencies taking state land, kind of like when Clinton just came in and made a national monument without any conversation with the state.
I also blame the folks at Little America for their continual lobbying against the hotel.
I also blame the state legislature for being too apathetic and slow about this, and not giving enough financial incentives to make this happen.
If the state and county don't act fast, they could lose a huge convention and money maker.
