Metro's previous (2014) objection was (in theory at least) due to the lack of a comprehensive development plan, so (in theory) a solid plan might bring them around, but it can be tough getting approval to repurpose big chunks of industrial land.
You're not wrong about Port Moody nimbyism either. The current council in particular is pretty anti-development, but councils can change. The plus in this case is that there are no immediate residential neighbours, so that will help. The Tri-Cities news suggested 2040 as a completion date, which seems plausible.
At this point, it's just a sketch on paper, but at least it looks like a pretty well-designed sketch (IMO), so that is something.
In other Port Moody news, council is slowly moving forward with a plan to move Coronation Park (SFD neighbourhood just off inlet station, across Ioco from Suter Brook) from 500 residents to 4,500. Seems like there might be enough residents in the area who want to cash in to overcome those who want to keep their homes, but time will tell.
With respect to finding enough crew for all the construction, I have seen stories of shortages in some areas (crane operators, etc.) but I guess the flood of people back from Alberta has helped a lot, especially for jobs that don't need special skills. Hopefully the oil patch is up and running again by the time things inevitably slow down in Vancouver...
