The question would be where to put it - it would ideally be central, next to an LRT station serving all the lines, and maybe even some distant future heavy/high speed rail station. But there isn't really anywhere available that fits. Maybe one of the parking lots along the CP tracks.

What about the gravel parking lot on the south side of 9 Ave, between Macleod and 4 St SE? I'd say there is enough room for 20 or so bays, with a strip for waiting buses along the tracks. Some form of development could be built above the bus bays to provide extra revenue from the site.
Access to Deerfoot/Centre St-16 Ave is decent, and it's within a couple blocks of all three LRT lines. For reference, the bus bays at the airport fit into a significantly smaller footprint. The Greyhound station also uses less space.
I think your suggestion, that this would be a city-owned facility with bays rented out to private operators, is spot on.
I think an above-ground parkade is planned for that lot.
