this is also why 2/3 of phone calls with regards to traffic is about pedestrians and bicycles and why the VPD is creating a dedicated department to deal with pedestrians and bicycles.

Surprised it's not higher. Drivers don't often call about another driver... because chances are they've been in that situation before. When's the last time you reported someone or complained about an intersection where lots of people tended to blow through a yellow?
On the other hand, when someone who is not using the same mode of transportation you are in, you're more inclined to show hostility. It's an US vs. THEM thing.

if you observe an intersection for a little while and keep track of who is following the rules compared to who aren't, (walking on flashing hands, rolling through stop signs, etc.), pedestrians and bicycles, when accounting for proportions, don't follow the rules as much as cars. the physical number of cars breaking the rules might be higher, but there are so many more cars, the proportionate numbers are less. it is also important to keep in mind that every pedestrian crossing on a "flashing hand" are break the rules if you start walking when it is like that.

There is FAR greater risk when cars enter intersections when they shouldn't.
It's not really a fair comparison. How many times do cars stopped at a left-turn signal ENTER the intersection AFTER the light turns yellow?
A pedestrian or rider is FAR more easily able to evaluate risk as they have MUCH better visibility are naturally moving at a MUCH slower speed and able to process and evaluate risks more easily. Pedestrians, in particular have almost the instant ability to stop, have almost 0 lag in reaction time.
Yes, I get that there are "rules" but equating a flashing hand to a yellow or red light is not one of them. The police officers were giving tickets to people crossing on a flashing hand. I HOPE they were also giving tickets to any car that entered an intersection after it turned yellow as well.
I was at Metrotown the other day and man... what a gong show. Walking across the crosswalk to the central bus loop... and AFTER I start crossing a bus pulls out of its bay. They have a Translink staffer who runs out into the middle of the crosswalk to stop me from going past half way and then wants to wave the bus through! Extremely dangerous to stop someone in the middle of a cross-walk.
What a MESS!
