Three buses for Arcola Express makes sense, since the press release mentioned $1.725million for Arcola Express, and the same amount further down for a fleet addition of 3 buses.
Other portion of the math doesn't work for me...

Based on "Arcola Express & Fleet Addition" lines, seems a new bus is being booked at $575,000.
17 buses + 9 Paratransit buses for $10,946,006? Even if you assume they accidentally double-counted the 6 buses for Arcola Express & Fleet Addition, and reduce it to 11 ($6,325,000), that doesn't leave enough for the 9 paratransit buses, does it? Or would paratransit buses be a little cheaper than a regular bus ($513,445)... I assumed they'd be more expensive.
