You are invited to an Open House for a proposed rezoning and plan amendment in the area of 82 Avenue NW and 106 Street NW, the former Southpark car dealership. The proposed rezoning is for a (DC1) Direct Development Control Provision to allow for a high density, mixed use development with a range of commercial and residential uses that could be developed within a variety of buildings, including towers. The proposed plan amendment is to the Strathcona Area Redevelopment Plan (ARP) to increase the scale of allowed development at this location.

The Open House will be an opportunity to learn more about the proposal and provide your feedback to the City and applicant. Feedback will be summarized for you and referenced in a report to City Council before they make their decision on the application.

It's a weird mish-mash of "Members" that include Douglas Cardinal, Sharon MacLean (Edmontonians publisher), a radio DJ, an artist, a filmmaker, a helicopter pilot and a couple of web-novel publishers - what most of them have to do with architecture is questionable.

The city’s analysis of Northlands’ proposal for a dramatic overhaul of Rexall Place, the Expo Centre and the horse racing track is throwing cold water on the idea.

In response to the loss of the Oilers and the downtown arena, Northlands proposed Vision 2020 earlier this year. The proposal included converting Rexall Place into a six-sheet ice arena for recreational hockey.

It also proposed adding a concert space into the Expo Centre with a massive renovation of the current Hall D and it called for an end to horse racing at Northlands Park, with an outdoor festival site taking its place.

A review released Wednesday morning of the proposal is not promising, with city administration noting that adding six sheets of ice would be too many for the north side of the city.

“The Rexall Place repurposed arena with six sheets of year-round ice as Northlands has proposed is beyond the projected market needs in this geographic area of Edmonton up to 2019,” reads the report.

It also suggests the concert hall would not be able to attract enough events to remain profitable.

“There does not appear to be sufficient market demand for a 5,000 seat venue nor the municipal capacity to attract 50 concerts and events annually, as assumed by Vision 2020,” he said.

The outdoor festival space appears to suffer from the same problem, with the city noting that it could take up to five to ten years to attract enough major concert events to make the site profitable and events would come with significant costs for policing and other emergency services.

The city’s review also suggested local festivals aren’t looking to move.

“Administration’s interviews with local festival organizers revealed there is not significant interest in relocating to the Northlands site at this time.”

The report also identified problems that supporting Northlands could create with the city's downtown arena agreement. Mayor Don Iveson and city manager Linda Cochrane are scheduled to speak to the report later this morning.

Not sure I agree with the use of the phrase profitable on the non-Coliseum parts. Covering operating costs and providing some money to pay back a portion of a capital contribution should be good enough. I guess Northlands has backed itself into a corner if they claimed the venues would generate a surplus, especially with the financial problems with the Expo Centre.

Isn't the business proposition here basically a folded Northlands vs keeping it a viable entity?

Reading further down, the story seems to indicate the City agrees with N/lands that more ice sheets are needed to meet demand - just not sure all the new sheets should be concentrated in one place.

But low-balling projected costs ... doesn't encourage credibility.

Agree 100%. I remember an age when these rinks' primary purpose wasn't to gouge 10 year olds, and thus their parents, looking for a little fun and exercise.

Yup. Can't wait till the phrase "world class" starts getting thrown around. Ice rinks can and should be cheap, outdoors, and local. If there is a real need for big multiplexes (i.e. regional tounaments) so be it, but the new rec centres have a fuck load of rinks for that.
