McDonald's has played in the downtown Winnipeg market and understands it well, to the point one of them used to offer office delivery by an employee on foot. Not sure if they still do.
In terms of 7/11 the challenge could be that if they are looking for someone local to own and operate the store. With high rents, the (real) potential troubles overnight and the on-going franchise fees it is easy to understand why someone is not rushing to sign up for that. That said, the Dreman building would seem to be an ideal 7/11 location. Close to a major bus stop and near the offices at Portage and Main. They could do a decent turn on traffic there, the question is would it be enough to actual make the operator a profit after the related risks.
I think part of why that Mac's is downtown is that they got rent for a crazy low price when Central Park was much worse than it is today and they have just been riding it out since.
