I take it you've never been to Muny. It is a public course, open to all with very reasonable fees and no uppity dress code or rules like that. Super Austin casual. People come from all over town to enjoy it, including lots of folks from less affluent parts of Austin. Whatever it would have developed into would have been more exclusionary for sure.
