No, there's just one planning office.
The DRC's are citizen advisory committees attached to each of the major Special Public Interest districts. SPI-1 (downtown), SPI-16 (Midtown), SPI-9 (Buckhead Village), SPI-12 (the Lenox area) and SPI-15 (Lindbergh) all have their own DRC.
But the final decisions are made by the folks downtown in the Office of Planning.
I was reading in the materials about the zoning code update that they might consolidate the SPI's. I don't know how that would affect the various DRC's or whether they would continue. See

ETA: Regarding the role of the NPU's, they typically make zoning recommendations on properties that are not within one of the SPI's. If they want to, NPU's can still weigh in even when a DRC has made a recommendation, but I'd say that typically the DRC recommendation will be more detailed.
