^^ T-shrits are cheap. You could realistically do this shirt thing for every game but the appeal would get old quick.
If the point is to hide the empty seats then it might not matter much if fans don't want to wear them. If they are in the seats then it is only the empties that would need the shirt cover.
With Metlife they build it with two tenants in mind so the whole structure is created to be a dual tenant. Each team (Jets and NYG) have their own isolated sections of the stadium in the internal bowels. Staples Centre is just massive so it can fit many tenants in. They have, if I recall, one of the largest Event floors in the industry so even with 4 pro tenants (if you count WNBA) it never feels cramped in the bowels. ACC feels very tight at times. You can tell it was never designed for more than 1.5 tenants.

If BMO's capacity is in fact 26K, then 21K as a live gate sounds plausible. There were too many unoccupied chunks in the stands for there to have only been 1 or 2 thousand empty seats. However, unlike at Skydome 21K is easily enough for a critical mass of fans... I've been to football games in Skydome with about 20K in attendance and it still felt like the crowd was lost in the sea of seats there.
I was never there for a crowd that large, but judging from what I saw on television, Skydome needed minimum 30K to have any sort of atmosphere.

Skydome starts to feel cozy with about 35K in the seats. When the Jays get 34-36K these days on average it feels much better. When you dip below 30K it starts to feel hollow in there. I have yet to be in there for a full house myself, closest I have been was about 40K for a NYY vs TOR game.
BMO Field only starts to feel quiet with 15K in there, but now with the roof now even 15K can make a little bit of noise. You notice the noise with anything about 19-20K+.
The biggest flaw with BMO Field is that since it is a hodge-podge mashup things like washrooms (depending on the section) and food and beer options (depending on the section) are a mess. Long lines to get a cold beer and a hot dog in many parts of the stadium. At ACC and Skydome they have more faculties to meet the demand versus BMO.
Lastly, I like the clean aesthetic of the field. I like how the benches are on one side to remove the surfeit of hanger-ons and 5th stringers that always pollute football sidelines. I just like how it is the line crew and sound and camera folks. Plus the field being clean of ads makes it more refreshing on the eyes as well.
