First, Calvary Temple and their parking lot are not considered to be downtown so those rules do not apply.
I hate to nitpick, but the parking lot at SE Hargrave and Notre Dame is downtown. Hargrave is the boundary for that particular short block between Notre Dame and Cumberland.

I agree. And after hearing about that potential development near Bishop and Waverley I wonder what is happening. If people were priced out of the city, then okay but it's bizarre how developers develop out in an industrial area with a long commute time and think that's smart.

From what I could see earlier this week, they stripped off all the exterior brick, raised it onto moving beams, and are giving it a new foundation. has it actually moved from it's original position?
All the large vacant properties in the City will be developed no matter what. BG Crossing is another example. People are simply playing the game that the City has set out. If money is to be made, they'll take it. Can't really blame them either. It should be the City creating and enforcing better regulations.
