I am pretty sure the new lengths of TCH from Deacon's corner to the Steinbach overpass were built as a bit of a test case.
The east-bound lanes are poured, reinforced concrete.
The west-bound lanes are asphalt on a compacted base.
Now we wait...
In terms of road bed prep in Winnipeg, from what I understand, the new roads they have put in around PoloPark were done to a new higher standard. They went down 4-6 feet below grade and built up the base with a heavy course of rock, and then compacted with increasingly smaller granular up to the underside of the new concrete.
Apparently this is the new standard that all major roads in Winnipeg will be built to. Sounds expensive, and probably is.
