Pfft...imagine if you were the entrepreneur or business hoping to make some money on this. The original approved design is from 2007! Goodness knows how long it took to get to Approved stage up until that point.
Now nearly 10 years later and they are still no nearer to earning a single cent...

The big [structural] column inside the main entrance is a bit of a "WTF?"

It's odd how it is angled like that.

I'm wondering if it's a round column clad in a square [diagonally oriented] housing.
It's hard to tell what's above the ceiling grid, but I see a duct cutting a corner off it.

Seems like it's these two columns since there's another one against the west wall.

Why so slow?

The sea plane terminal was blocking it until they finally relocated. And it would be ready to build but they decided to change the building. Blame that screwup.

Plans for a new restaurant at Harbour Green Park have been in the works since 2006, said a park board report, but was revitalized in 2013 after the temporary seaplane terminal, which was using the site designated for the restaurant, moved to its permanent location.

The city had already approved a development permit in 2008, but the proponent submitted a new design featuring a shorter building and a covered second-floor patio that would require a new development permit process.

As part of that process, there will be public consultation, a public information meeting and a mail-out notification to nearby residents, said the park board.

Pepper Lunch is indeed a Japanese chain with a location in Richmond. Pretty decent, simple cast iron cooked beef with a side of rice, some spices (pepper, I suppose), and bean sprouts. Simple, hearty, slightly oily lunch. The kind of lunch that makes your clothing smell.

Pepper Lunch on Cambie appears to be open now.
