Actually there's been quite a few new homes permitted in the last few years for the greater Bronzeville/Grand Boulevard area as well as rehabs/conversions from multi unit to SFH. Some new eateries have popped up in the same time too.
Since late summer 2013, there's been about 65 permits for new homes between 31st, Hyde Park Blvd, the expressway, and the lake. Around 16 multi unit buildings (but I know of more between late 2013), and some new retail, community center, field house, etc.
Honestly, there's no reason why an area like greater Bronzeville shouldn't be popular and I think it has quietly been building stuff. Awhile to go, but still. There's also a lot of fairly OK new construction, interior at least kind of on the price point of a Bridgeport, like this. Not totally cheap but the house is big and won't win any awards, but it's still comfortable for most people:
