Atop the LDS garage would be a great place to put a tower. The Federal Reserve building isn't going anywhere and it would be preferable to keep those facades along state. Considering that I think the city should allow a mid-block tower there.
The building could be set back from the Regent street garage allowing for more pedestrian access and sky.
