Tom is talking about the WEST side of the river, which is railroad owned. I think the space north of Roosevelt could have some riverbank development (cool if they could do something cool with the old power station). South of Roosevelt. Active rail.
I am not pessimistic about Riverline, in some form. Gonna happen, as is Related's stuff south of Roosevelt. Not sure what warrants the negativity on Tom's part.
