Federated Co-op is the large company and parent to all the regional co-ops and is located downtown? But Saskatoon Co-op is managed out of their office in Stonebridge?
Furthermore, Federated, despite being connected to them still has no say on the regional co-ops decision making? If so, this would make complete sense as to why a Saskatoon co-op grocery store would not likely ever be connected to any Federated downtown offices now or in the future.
So any venture for the co-op into downtown would be taken completely on its own just like Saves on Foods, Loblaws or Sobeys.

Seeing as i work for loblaws, they wont. real estate is too high. well need a higher market banner than independent even to be able to make it work. they have 1 in Toronto and Vancouver, they work really well...but we dont have the right demographics to serve the "highest" end banner. Google Maple Leaf Gardens loblaws....itll have to be like that to succeed. Id love to see one built...i love what they have to offer , and beautiful stores.but were in saskatchewan...were cheap. people whine about how expensive the independents are( when they arent that bad ) , i couldnt imagine the negative feedback on prices of the highest scaled grocery store.
Sobeys or Coop will take downtown. i still say loblaws should, they do build smaller scale independents. for a future downtown, it would work for what the city has planned for that area. in my mind.....
