I had a feeling I was right and if the Exterior sets the standard of what this stadium will be than Regina will have the same stadium concept as Winnipeg. A great modern stadium that will do the job flawlessly BUT will feel Cheap.

With all due respect, show me a stadium that looks exactly like the rendering. At&T stadium, the new Oiler stadium, heck, even the MTS upgrades have been ho-hum compared to the renderings. Renderings are designed to sell the buyer on the facility. Of course they're going to be digitally enhanced.
As for the extra 80m going into Mosaic... Well, so far, the stadium looks nearly identical to what the renders show. Are you saying Mosaic will feel cheap because they're using aluminum siding for a portion of the facade?...
Being involved in the backend, New Mosaic has a lot going for it for that extra 80 million (over IGF).
-There's 2 extra levels (1 on either side) of suite/enclosed seating. These levels are generally quite expensive as there's far more money spent per square foot in suites than concrete slabs and plastic seats for general seating.
-New Mosaic is being built with a majority of reinforced concrete as opposed to steel. Steel is much easier to work with on the fly but unfortunately takes up more space. Reinforced concrete is much stronger while taking up less space which equals more usable space for fans, the team, etc.
-New Mosaic has 9 elevators compared to IGF's 4.
-New Mosaic has broadcasting rooms/facilities set up for major TV/Radio/future broadcasting. IGF added power for the TSN trucks afterwards.
-New Mosaic has sections in the spec specifically for water, snow and ice drainage, as well heat trace diagrams to ensure no damage. IGF... well, had/has water issues.
-New Mosaic field lighting will be state of the art LED, controllable by computer program. IGF field lighting uses metal halide lights that haven't changed since the Bombers won their last cup. Do you know the initial price difference between the 2, or the energy savings of LED over metal halide?
-New Mosaic accent/facade/roof lighting will be RGB LED, controllable by computer. IGF... TBD.
-IGF's roof structure was an incredible portion of the project's cost compared to New Mosaic's translucent roof. I like IGF's atmosphere because of the roof, however I much prefer the translucent material for it's all around benefits... As do many sports architects as they continue to use it far more often in their designs. Spending so much money on the roof is a major disappointment as it has far better value elsewhere within the stadium... And there are much less expensive roof options available.
I could go on and on comparing New Mosaic to IGF but I don't want to downplay IGF. Saying New Mosaic will be cheap because you don't feel the siding looks as pretty as the renders is laughable. I also don't want to get into a battle of designers. 1 firm specializes in building sports facilities, the other firm builds office condominiums.
At the end of the day, for the amount of money New Mosaic will cost, you're not getting a billion dollar stadium... However the tax payer will definitely not be getting an IGF (in terms of initial cost, or long term cost, including energy, power, etc).
