On the bright side, if a few more morons like this start doing this, it will lead to mandatory vehicle emissions testing in Manitoba, for sure. Maybe in addition to that we need to make it socially acceptable for mobs to descend upon, and smash these cancer machines to bits whenever one is spotted.

What's the legal penalty for 'rolling coal'? It should be very harsh... I vote $1000 fine on first offence, revocation of registration on second.

When you consider how seriously tinted window laws are enforced, this deserves 100x harsher treatment. Tinted windows have never been linked to cancer... diesel smoke has.

Sad to say I've seen far too many coal rollers in Alberta. One only needs to spend a few minutes on the Henday to see this.

Each province has its own emissions requirements, and in some of them, there's no emissions testing, so black (or blue, or white) smoke is, in and of itself, not illegal.

You don't already? One of the few good legacy things from the Harris years in Ontario. I think BC did the same thing around 1992 and Quebec.

Personally, I'd just give cops the power to send vehicles to emissions testing, and have broad emissions targets (depending on the model year and vehicle). Anyone who totally fails to be anywhere close to what would normally be expected for that model in terms of emissions (souped up Civic with no cat and muffler, rolling coal Cummins, etc.) gets a warning, and might even be added to a list of targets for further random testing, with escalating penalty amounts for further offenses.

If you click on the SSP Canada "What is your car?" thread you will see my VW diesel... I drove that thing for 1.5 year before I realized one day --by pure chance-- that it had no catalytic converter. (The previous owner is the one who dropped that engine in it and he's also the one who did the exhaust system).

It would be totally ridiculous to not give warnings to people. In fact I'm pretty sure I'd have had solid legal grounds to demand a warning.

P.S. Quebec doesn't have emissions testing, otherwise I would have spotted it at that time.

In the grand scheme of things I think it's the most enviro-friendly way to proceed. (Keeping in mind that every dollar spend on mandatory emissions testing can't be spent on things that have even bigger environmental benefits.)

There's some logic behind having no emissions testing. Cars get cleaner all the time, and most people (like 99.99%+ of people) don't modify their cars.

The provinces and states that choose to save money by skipping emissions enforcement can use that for other green projects and initiatives that show greater promise/return -- and what's currently on the road in these provinces is nonetheless cleaner than ever thanks to simply the passage of time and natural replacement of older vehicles by newer ones.

^ That's even further off-topic than mandatory emissions testing... are you really sure you don't have better things to do? But since you ask, FYI, it went away at the same time as my old bumper (and tailgate and a bunch of other parts) when I swapped them for brand new rust-free ones a couple years ago.

I'm probably a lot less race-obsessed than many of you guys as I actually don't care about race when dealing with individual people. Most of my tenants in FL are black and have no complaints, in fact I've always been a way more generous than average landlord to decent tenants. Plus I think I'm one of the only whites I know who's fully confortable walking in black neighborhoods, chatting with people, going into mom and pop shops where everyone else is black, etc. (Speaking of race... I don't suppose you saw those Tosin007 posts before that thread got cleaned?)

Anyway... do you have anything to say about ugly buildings (or maybe even about rolling coal since it now seems to be somewhat on topic), or not at all?

To elaborate on my previous point re: the cost of implementing and enforcing mandatory emissions testing when there's none... I'd say that dollars spent on things like getting away from fossil fuels as a source of electricity (didn't Ontario recently spend a bundle on that?) are probably much better invested. Environmentally-speaking, I'm pretty sure I'd rather have no emissions testing but all power coming from renewable sources. I don't recall the latest numbers for the rate of fossil fuel power generation in AB but I know that's something you guys should be working on, Reddy

Can we really? Summary roadside execution for coal rollers. Sounds pretty good to me, and I'm sure that you of all people would appreciate such an efficient approach to the administration of justice!

Seems to be these reactions aren't about a direct cause and effect type of logic. They're along the same lines of how people react to things like flag burning, or religious blasphemy or obscenity. It strikes at an extremely emotional level because the person is perceived to be attacking something fundamental to our concept of decency. The symbolism is sacrilege.
