On the bright side, if a few more morons like this start doing this, it will lead to mandatory vehicle emissions testing in Manitoba, for sure. Maybe in addition to that we need to make it socially acceptable for mobs to descend upon, and smash these cancer machines to bits whenever one is spotted.
