Hepner's "LRT at all costs" plan won't see the light of day if the plebiscite doesn't pass. Even with a 'Yes' vote she'd need to convince the Federal government it's a sound investment (which everybody has said it isn't.)
We're going to get a Broadway subway quickly, or in 5-10 years depending on the result. Surrey isn't going to get their LRT.
Point being, despite the plebiscite ending in a Yes or No, we're going to forever argue over the details like Surrey expecting to rely on the private sector to fund their LRT, or Vancouver feeling entitled to the expansion because 'they need it most'.
