Looks like a giant warehouse, it's not visually offensive by itself (unlike, say, an actually ugly building). The problem with it is that it dominates over the gorgeous heritage building stock of that hill, so it stands out, and everyone hates it.
If that exact same building was a huge hangar in a suburban industrial park it wouldn't make any "ugliest buildings" list. Contrast that to the Laval Clocktower, or Waterloo student housing, who would still be at the top of these lists even if they were absolutely in the middle of nowhere.
