The flavor of my comments is often colored by the reality of a competitive world. I know Colorado has been doing very well and for good reasons, one of which has been the oil & gas industry which goes beyond downtown but has certainly been a positive for downtown also.
We know about the whole millennial/urban thing; it's been a big driver. On the opposite end of the spectrum are the CEO's who ultimately make decisions about where they want to expand or relocate to. Where there are good jobs available people will migrate to. So these results are encouraging.

The bottom ten states are generally higher tax blue states. The top ten states are mostly southern, lower tax red states. North Carolina at #3 could be considered a purple state as could Nevada at #8.
Although Colorado has slipped a few places on the tax cost rankings by those who rate such things, they are not considered a "high tax" state.
Quality of Life: generally works to Colorado's benefit and is worth some tradeoff value of additional tax presumably. That will be in the eye of the beholder of course.
Generally, Millennials can easily pack up and move on a dime. CEO's make very measured decisions slowly and their impact is more about 5 years from now. Colorado is, all in all, still thought of well with CEO's.
