RioCan's adding another 200,000sf of retail in their upcoming project. I noticed even Evolution and First include some very nicely designed retail bays.
West End was built when the city was just starting to experiment with urban living. The city is brainstorming ideas to make it more-mixed-use/lively. My hope is that West End doesn't even look like West End in 5-10 yrs.

Important difference is that the West End wholy sacrificed it's vitality and pedestrian-friendliness to the all-mighty suburban car commuter. It is bisected and surrounded by 4th, 5th, 6th and 9th Avenues of high-speed, high volume commuter routes that make a pedestrian-friendly-anything next to impossible.
East Village will suffer nothing of the sort, not to mention it has light-years better provisions for the public realm as you mentioned.
I just wish we could retrofit existing dense communities with the type of streets that encourage this **cough, cough looking at you, Beltline**.
